Scope
Proposed function
Siderian proposes to qualify demand, verify capacity evidence, govern readiness gates, sequence scarce industrial slots, and preserve a decision record.
Excluded function
Siderian does not design, license, construct, finance, insure, own, or operate a nuclear power plant. It does not replace the NRC, another national regulator, the reactor vendor, the licensee, the EPC, the owner, or their legal duties.
AP1000 design authority remains with Westinghouse. Statutory authority remains with the relevant regulator and licensee.
Operating logic
Fragmented interest becomes a same-design orderbook suppliers can plan around.
The reference package is protected; deltas must earn their way into the fleet.
Verified throughput is reserved by readiness, collateralized by escrowed deposits.
Every claim is linked to its record, reusable across units and over time.
Output counts only when a counterparty that bears risk changes its terms.
Weak units cure, re-sequence, transfer, or release before local failure becomes fleet failure.
Qualification basis
Is the site and licensing path evidenced?
Is there decision authority and credible funding evidence?
Does the project protect the standard plant and control deltas?
Are critical supply windows verified rather than named?
Can the material records survive transfer, delay, or supplier change?

Qualified objects
SQB
A buyer that has proven it is ready to enter the deployment path — financing capacity, site readiness, regulatory path, political durability, execution authority, governance, operator model, and offtake logic. Prevents weak buyers from consuming scarce capacity.
SQO
Converts individual demand into industrial scale — same-design units under common readiness rules, commitment tiers, evidence-reuse logic, reference-package discipline, and replacement rights. The commercial breakthrough: suppliers invest when demand is credible, repeatable, and governed.
SQS
A supplier that has proven it can support fleet-scale deployment. A supplier name is not capacity. Siderian turns named supply into a Capacity Ledger: who can build what, in which window, under which QA basis, with which records burden, subtier dependency, inspection path, reservation strength, and recovery path.
SQP
A controlled package, not merely a component — fixed specification, approved suppliers, quality-record requirements, inspection protocol, test pathway, manufacturing route, variance rules, and repeat-build evidence. Volume makes optimization possible; standardization makes volume useful.
Decision instruments
An evidence-conditioned decision point. Every gate defines required evidence, the risk owner, expiry, cure period, and appeal path. Nothing advances by assertion.
A graded qualification scale. Position is earned by evidence and kept by performance — a status, not a description.
The verified register of platform-capable throughput. Named supply does not enter the Ledger until verified.
The full set of scarce layers a unit must close simultaneously to hold a slot. A slot exists only when the stack closes; a schedule that closes one layer is a claim, not a slot.
The collateral that prices a slot position. Escrowed, never revenue, forfeited on evidence default. A queue position that costs nothing is worth nothing.
The auditable record of every slot decision — advance, condition, re-sequence, transfer, release, or stop — with its evidence basis, risk owners, cure obligations, and expiry.
The controlled record of every deviation from the reference package: visible, justified, decision-linked, priced, and accepted by the parties that bear its industrial cost.
The versioned chain linking every claim to its record — specification to manufacture to inspection to test to QA file — so evidence reuse survives personnel, supplier, and project changes.
The decision-grade dossier: what is proven, what is missing, who owns the risk, when the evidence expires, and which decision it supports.
The criticality-weighted share of gate-required records missing, expired, or unverifiable. Evidence Debt becomes schedule risk; schedule risk becomes financing risk; financing risk becomes LCOE.
The financial proof standard: SIS output counts only when a counterparty that bears risk changes terms, conditions, or decisions.
The pre-agreed rulebook for weak units — cure, re-sequence, transfer, step-in, records escrow, supplier replacement — executed before local failure becomes fleet failure.
