Independence must survive a difficult decision.

Siderian is designed for independent operation. That independence is not yet an accomplished fact: its assurance governance is being formed and no independent assurance authority has been appointed.

No independent assurance authority has been appointed.

Operating principle

The assurance chain must be able to overrule the founder.

    No founder override of an assurance decision.

    No vendor, EPC, buyer, or project sponsor may direct a qualification outcome.

  3. 03

    Every decision identifies the evidence used, the evidence missing, the risk owner, and the expiry date.

  4. 04

    Every conflict is disclosed before work begins and resolved through exclusion, mitigation, or recusal.

  5. 05

    Commercial success cannot be a performance metric for an assurance decision-maker.

  6. 06

    A final adverse decision must have an appeal path outside the original decision chain.

Assurance authority

An authority structurally separate from commercial origination, with the power to condition, re-sequence, release, or stop a qualification.

Mandate and appointment criteria are being developed. No authority is appointed.

Independent technical review

in formation

Discipline-specific reviewers validate the criteria, evidence basis, and limits of each technical judgment.

Capability requirements are defined at a role level; appointments are pending.

Conflicts and recusal

Disclose financial, political, vendor, buyer, supplier, and personal interests before an assignment; require recusal where impartiality can reasonably be questioned.

Public policy outline published; operating procedure and register remain to be adopted.

Commercial separation

Keep business development, fees, and counterparty relationships outside assurance decisions and reviewer compensation.

Target operating model published; legal and committee implementation remain in formation.

Evidence trace and audit trail

Version every material claim, record its provenance and expiry, and preserve the rationale for each decision.

Data model defined; production record system is not yet operating.

Appeals

Permit a counterparty to challenge process, evidence, or interpretation without asking the original decision-maker to judge their own ruling.

What Siderian proposes to do

Siderian proposes to qualify demand, verify capacity evidence, govern readiness gates, sequence scarce industrial slots, and preserve a decision record.

Boundary

What Siderian does not do

Siderian does not design, license, construct, finance, insure, own, or operate a nuclear power plant. It does not replace the NRC, another national regulator, the reactor vendor, the licensee, the EPC, the owner, or their legal duties.
